[arin-ppml] 2009.10.22 ARIN 24 day 2 part 2 notes

I think these notes are probably very useful for a lot of people, but I wouldn't worry too much about exact wording.  I believe a transcript will be made available as part of the Meeting Report, look near https://www.arin.net/participate/meetings/ARIN-XXIV/index.html  about November 4.  You can use that as a source for exact wording or just point that way.
