Correct.  For example, the presentations and official transcripts for San Antonio are available here:  <https://www.arin.net/participate/meetings/reports/ARIN_XXIII/mem.html>

That doesn't mean that this quick notes aren't valuable, they have the strong advantage of timeliness...  (whereas the transcripts show up several weeks after)

Thanks for the corrections--it's harder to jot down the text being
read from the remote participants, because the person reading
it doesn't have to pause to think, the way everyone else in the
room has to--which tends to overrun my internal buffer, leading
to more dropped bits in the notes.  ^_^;

Maybe I should put these on a twiki so they can be edited
directly afterwards.  :)

I support this policy. I think that a scenario described where all scarce resources are cleaned out by one or a few big players could be the final black eye for the rir system in the eyes of many. It may even create a prime time news sound bite. I do not believe this policy is the be all end all, but I do not believe that policies should address potential gaming, ARIN staff is responsible as always for detecting and preventing gaming.

I made this comment to address Chris concern that a complete review occur before run out, I suggested that instead of waiting policy cycle without implementation, this could qualify for the BoT to take more prompt action.
