Hi Sirs,
I would like to propose changes to ICP-2, ie. the concept of portability of
IP address.
The portability of IP / number resources should be recognized as a right,
not a privilege,
especially to be mandatory in the updated framework of new/revised ICP-2
principle.
As the Internet grows more interconnected, resource holders across the
globe, it is
essential including those in emerging markets and politically sensitive
regions,
deserve equal access to infrastructure choices. Mandatory portability
ensures that
they are not locked into specific RIR(s) due to historic allocations or
geographic
limitations.
Such a provision would prevent the centralization of influence within any
single RIR
and promote a fairer, more balanced global Internet governance structure.
It allows
resource holders/ stakeholders to select registries that align with their
operational
values, language preferences, and support needs. More importantly, it would
reinforce
the idea that Internet governance should serve the user base and not bind
it. Ensuring
portability is an act of digital equity, and ICP-2 must embrace it to
remain relevant and
just in the Internet’s next era.
