[ICP2_review] my personal view of ICP-2

Dear community,
In my view, the upcoming revision of the Internet Coordination Policy 2
(ICP-2)
presents a timely opportunity for me to address a critical aspect of global
Internet
governance, that is the right to portability of IP resources. In my humble
view, this right
is fundamental to ensuring network autonomy, operational accountability,
and long-
term resilience within the Internet ecosystem. By formally recognizing and
mandating
the ability to transfer IP resources between RIR(s), ICP-2 can reinforce
its commitment
to a secure and adaptable Internet infrastructure.
In practice, portability empowers resource holders to maintain independence
from any
single RIR or upstream provider. It allows networks to manage their number
resources
even in the face of jurisdictional, policy, or service-related challenges
that may arise
in a specific region. Portability enables organizations to maintain
continuity, avoid
unnecessary renumbering, and preserve critical services during transitions,
disruptions, or reorganizations, particularly important in a world where
geopolitical and
regulatory pressures are increasingly influencing infrastructure decisions.
Furthermore, establishing this right promotes healthy competition among
RIR(s),
encouraging them to enhance transparency, customer service, and operational
excellence. When resource holders are given the ability to choose the
registry that
best meets their needs, it creates natural incentives for RIR(s) to
innovate and remain
responsive to their communities. At the same time, it introduces a systemic
safeguard,
a decentralized resilience mechanism, that helps prevent monopolistic
behaviour or
administrative overreach.
Promoting the right to portability in ICP-2 also aligns with broader
principles of Internet
freedom and decentralization. It supports the global Internet community's
shared
objective of building an infrastructure that is flexible, secure, and
accountable.
I would strongly urge the inclusion of this right in the revised ICP-2,
recognizing
portability as a cornerstone for an open, robust, and user-centric Internet.
