[arin-ppml] Revised - Draft Policy ARIN-2025-1: Clarify ISP and LIR Definitions and References to Address Ambiguity in NRPM Text

LIR in the ARIN region has and is still proposed to have the same meaning as it does in other regions. Other regions actually don’t refer to country registries (e.g. CNNIC, JPNIC, …) as LITs, but as NIRs (National internet registries), but I would argue they are basically a subset of LIR. 

However, everywhere the term LIR is used it does mean the same thing as proposed here even if it includes classes of LIRs that don’t exist in this region.
