This change seems reasonable.
It also gives more flexibility to ARIN / fixes some potential goofiness.
Under the current policy, if ARIN (from a business perspective) didn't
want to require a new version, this might somewhat tie their hands in
terms of updating RSA language. In the other direction, if ARIN wanted
to accelerate things, they could just cut a couple of new versions with
trivial changes.
Letting this be a business decision seems okay.
