receiving transferred resources sign a new RSA unless they
have an RSA on file no older than the last two versions.
However, defining RSA versioning requirements within the NRPM
does not align with the Policy Development Process (PDP)
guidelines, as determining which RSA version is considered
current is a business decision rather than a policy matter.</p>

<p>This change seems reasonable.</p>
<p>It also gives more flexibility to ARIN / fixes some potential
goofiness. Under the current policy, if ARIN (from a business
perspective) didn't want to require a new version, this might
somewhat tie their hands in terms of updating RSA language. In the
other direction, if ARIN wanted to accelerate things, they could
just cut a couple of new versions with trivial changes.</p>
<p>Letting this be a business decision seems okay.<br>
