No. No no. That's what the AC did BEFORE the board created the PDP.
Now they're charged with writing the policies. Sometimes starting with
community input. Sometimes starting with their own ideas. But
emphatically WITHOUT the hands-off approach of merely administering
the process while the community writ large crafts the words.

You are correct prior to 2004.  For the last two decades however, it has been the ARIN AC that edited draft policies based on community discussion.
