[arin-ppml] Section 6.1 – Potential Simplification (from the NRPM Working Group)

I see no advantage to retiring this section. While I don’t see significant disadvantage to retiring it, either, I think it provides a useful introduction and should be retained unless there is a compelling reason to get rid of it.
