I don’t think policy clarification I needed. If the network is otherwise MDN, then it should qualify as MDN for 4.10. If it is not, then it should not. Sounds like staff is already adhering to this, so I don’t see a problem.

I think it would be difficult to improve this definition without creating unintended consequences. Given that staff seems to be getting it right so far, I think there is more risk n tampering than in letting it continue to work as intended.

No. When it runs out, it runs out. It’s not like people haven’t had plenty of warning that IPv4 is limited and will run out at some point.
