If ARIN staff are already denying many of these excessive requests based on
how the policy is currently written, then it sounds like things are working
as intended IMO.

I think that winds up being a much broader question: What exactly
constitutes a "network"?
In the era of SDN, it's entiere possible that a vast, complex network
exists behind a single piece of off-the-shelf hardware, particularly when
we look at the retail VPN space.

100% in favor. If one keeps going back to this well over and over again,
perhaps their goal is not to "Facilitate IPv6 Deployment" but simply to
acquire more IPv4 resources. Unfortunately, if a limit is stated in policy,
that number may wind up becoming a goal, as opposed to a deterrent.
