[arin-ppml] Draft Policy ARIN-2022-12: Direct Assignment Language Update

Even if the direct allocation tag within the database has been removed,
there are still references outside of the NRPM that use this designation
for "direct" assignment or allocation. If the NRPM is changed,
https://www.arin.net/resources/registry/reassignments/ would need to be
adjusted to reflect whatever the new process or terminology will be.
Currently, if you have a direct allocation you can make both reassignments
or reallocations. If you are an end user you can only update ARIN with a
reassignment. So long as the process for this doesn't change, I would
support this policy. However, I did want to remind the shepherds "direct
allocation" is more than just a database tag to many orgs.
