*correction- Orgs with Direct Allocations can make both Reallocations or
Reassignments but end users or Orgs that do not have a direct allocation
from ARIN can make reassignments ---Either way, the process should remain
the same. Tracking reallocations and reassignments downstream is difficult
enough.
