This will create a dangerous precedence which will prolong the life line of
IPv4 as those hoarding IPv4 with no intension of continuing using them to
provide services as was justified in their initial request based in need.

I oppose this change and draft policy. Also we should not be creating
policies like this. An Internet number resource should remain under the
management of the RIR not IPv4 leasers.
