Thanks for all the clarifications. I confess that I was not much interested in the IPv4 transfer market until 2011 when this came on and shortly after, when the Registered Transfer Facilitators thing came on. I do remember that when the Nortel / Microsoft thing came on, there were a number of dissatisfied people, possibly because of the company involved or the amount involved. It is very fortunate that ARIN had seen it coming ahead of time and was ready for it when it did happen. A black market would have inevitably developed; there was a little bit of it already. I always have supported things being in the open.
