[arin-ppml] Last Call - Recommended Draft Policy ARIN-2020-2: Reinstatement of Organizations Removed from Waitlist by Implementation of ARIN-2019-16

This draft policy while allowing 26 organizations which have up /18 in
holdings to obtain a /22 under this policy, blocks 11 organizations
which had more than a /18 and thus are not eligible to obtain a /22 even
though they waited in line too. By the logic below this policy isn't
fair to these 11 organizations. They waited in line too.
While I understand why these organizations would support this policy,
its in their direct monetary interest.
I still believe the AC got the new policy right by limiting the
wait-list to smaller organizations (which hold a /20 or less). The
wait-list was never a guarantee of getting address space.
I still don't support this policy.
For the record...ARIN staff didn't bring this policy, member(s) of the
Internet community started this policy proposal. They were right to do
so and the discussion is certainly worthwhile. But the Internet
community develops policy via the PDP not ARIN staff.
