+1 to Fernando and Andrew.
@Jon why does your "regional ISP" deserve more ARIN handouts than the rest of the regional ISPs both established and unestablished in the ARIN regions? Obviously you are going to be outraged at a more equitable approach (less handouts for you).
The tarnishing of ARIN's reputation will not result from the lockdown of resources as you suggest, but from the unfair distribution of IPs to legacy providers such as yourself.
