I completely disagree with this supposition.  We have the ability to 
regulate these transfers.  If we do so correctly, there will be no black 
market.

Postel is presently rolling in his grave at such a rate that if we attach 
magnets to him and place inductors around him, we could produce the 1.21 
gigawatts necessary to go back in time and prevent the monitization of IP 
addresses in the first place.

This is fundamentally allowing profit from something that belongs to 
everyone; a far cry from the intentions of the inventors of this vast and 
powerful technology called the internet.
