The primary purpose is documenting usage.  However, it has secondary uses
too, it allows research into assignment practices, it also provides bread
crumbs to law enforcement and anyone else interested in how particular IP
addresses are used.  I find it useful to know particular IP addresses are
assigned to a hospital or an elementary school, even if they are not
sophisticated enough to have IT Staff with direct contact info in the ARIN
database. Obviously, the abuse and operational contacts are the ISP, but
the tidbit of information about who the actual end user is can still be
useful, and can even allow me to avoid me having to contact the ISP in some
situations.
