However, it has secondary uses too, it allows research into assignment practices, it also provides bread crumbs to law enforcement and anyone else interested in how particular IP addresses are used. I find it useful to know particular IP addresses are assigned to a hospital or an elementary school, even if they are not sophisticated enough to have IT Staff with direct contact info in the ARIN database.
