Indeed...   According to the PDP it  neither a vote nor an unconditional 10
count;
10 individuals could write in clear support to the petition but be
unaffiliated or be
from the same org.    Those unaffiliated do not count towards the 10,  and
those from the same organization count once.

It is not a vote,  but it is prefectly valid according to the mailing list
AUP
to discuss opposition or lack of merits for a petition on  PPML as these
are issues
related to the petition,  such discussion is customary,  and not
interfering with
the customary communications on the list in doing so, etc.

Furthermore, community members considering whether or not the petition
warrants consideration or possible support may wish to look at the
discussion for
pertinent arguments or facts,  BEFORE choosing to support or not.

If the petition succeeds, the ARIN BoT/AC  may consider the discussions
on PPML for other purposes beyond there mere count of petition supporters
in their
review of whether or not there is a community consensus, and if the
proposal's
language meets the required scope according to the Policy Development
Process,
and ARIN's mission  before deciding in their meeting whether to take up the
issue of scope
or to hand it back to the AC with guidance for the AC to make a final
decision on scope,,
etc.
