[arin-ppml] ARIN Recommended Draft Policy 2017-12

While I realize this is not the category of user you were intending to reach out for and while I no longer work for the organizations where I experienced this as a significant problem, I will nonetheless make the following statement…

This policy was conceived and delivered as a reaction to the practice of ISPs creating numerous inaccurate and undesired POC records pointing to random individuals within large organizations who are not in a position to manage said organization’s number resources, often without any knowledge by the entities that actually do manage the organization’s number resources.

Often these POC creations went unnoticed by the entities being placed in the POC record until annual resource verification at which time, the POC was contacted by ARIN, had a WTF moment and (in the best case scenario) contacted the entities that actually manage number resources for assistance in resolving the matter.

Further, the ARN community recommended and the board adopted, though has delayed implementation of a policy which removes annual validation from the majority of these invalid POC records virtually guaranteeing that absent the implementation of 2017-12, there is a near zero probability of these records being detected or corrected going forward.

Given that history, I strongly urge the community to make it clear to the board that this policy is necessary and vital to the accuracy of the whois database and insist that it be implemented.
