Well if you mean in practice how many people will get IPv4 resources from
the free pool?  Not that many, there is really only a trickle of IPv4
resources that come back to ARIN.  However, quite logically, in my
opinion, most
people start with trying to get resources from the free pool, getting put
on the waiting list, and then go to the transfer market. Currently, there
is a misalignment between Sections 4 and 8 that creates issues when people
get approved using the rules in section 4 and then go to the
transfer market. This policy brings sections 4 and 8 into alignment.

So this is an important issue even if people really aren't getting
resources from the free pool in reality.
