The first sentence of section 3.6.4 redundantly says "annual" twice.

"An annual email notification will be sent ... on an annual basis."

Either the first "annual" or the last phrase ("on an annual basis") 
should be struck.

Otherwise, this is better.  The original wording didn't actually say 
that if the POC was reachable, but there were mistakes in the contact 
information, the mistakes could and should be corrected! The only 
options for a POC were to confirm the POC information as correct and 
complete, or to be non-responsive.  I know from experience that if there 
were were errors in the POC information, ARIN would correct it, but the 
policy as is doesn't actually say so.  I just fought (and lost) this 
battle with one of the credit reporting agencies which had completely 
garbled the name of my current employer.  I would be astounded if ARIN 
wasn't more competent!  :-)
