Indeed, hence the need for a clear description of what rights 
are being obtained to what object.

Quite correct.  e.g. cybersquatters routinely use space to which they have no rights.

Some service providers check to see if the address holder is agreeing to routing of
an address block, and some do not.  Some accept letters of agency, with various
degrees of assurance, and some do not, etc.
