Hi David,

In that case, folks operating portions of their network in the LACNIC
region should follow LACNIC's policies with LACNIC's resources. Asking
ARIN for permission to do an end-run around LACNIC is so blatantly
unfair that it doesn't merit serious discussion.

What can we do that leads in a more positive direction? That's a
harder question. Policies in the past have either been purely regional
or purely global. I don't suppose that really has to be true in the
future. Two or three RIRs could consent to merged policies with
resources to be validly used throughout all of the participating
regions.

If that's a helpful destination, the discussion can be kick-started
with a draft globally coordinated policy. The first draft will surely
fail... but it'll start the discussion in every region.
