[arin-ppml] Draft Policy ARIN-2015-7: Simplified requirements for demonstrated need for IPv4 transfers

And so we're back to John's question of weeks ago: why is "needs basis" 
the right test in a transfer-only world? As he pointed out, if we'd 
started only with transfers, it would have been an extremely unlikely 
means of regulation.

Is it simply because "the community" (all dozen or so, I gather) is so 
familiar with needs testing that it has become a comfortable religious 
fallback?
