As David mentioned, we have a meeting coming up but I can't get the
full staff and legal review until we stop changing the text! =) So my
guess is that we'll have to do that a bit further down the line. I
will tell you that I got an informal/off-the-record assesment from
staff and based the v2 text on what I heard. So, the current text is
designed to not modify any current practices - we will need to confirm
that again once the text congeals.

I have some ideas on how to work this in, along with some other
suggestions that have been made - there will be a v3 of the text, I'm
waiting till the conversation settles down before trying to
incorporate it all though - stay tuned!
