Something's wrong here John. If we can't write a policy that says,
"Err on the side of avoiding PII" and expect it to actually do
something then the policy process is gravely broken.
Seriously, if a hospital claims that 9/10ths of its use is DHCP pools
for patient use is ARIN going to ask for a list of patients w/
addresses and phone numbers which used a particular pool? Of course
not, in the U.S. that would be illegal. You'll find another way. So
how do we write a policy which says, "Just use the other way all the
time."
