I do not think it is ARIN's responsibility to promote sales of RSA space or to foster a "market".  ARIN does, at the direction of the community, make accommodations for a market.  To my way of thinking this is well and good and as far as it should go.  

ARIN is a registrar, they are not a standards body, nor are they a law making body. ARIN should not be in the business of imposing regulating taxes. ARIN needs to stick to the business of being a registrar.  Let's not try and get too big for our britches.  Bad things will happen if we do.
