[arin-ppml] ARIN-prop-147 Set Transfer Need to 24 months and Clarify Exception - version 2

I oppose either 24 or 36 month requirement.
I think what we have is by far better.
I oppose micro-managing staff by fine tuning policy to remove reasonable 
wiggle room.
The staff does an overall good job lets not mandate that they quit doing 
that.
