[arin-ppml] ARIN-prop-147 Set Transfer Need to 24 months and Clarify Exception - version 2

This proposal would be better served with a 36 month window instead of
24 IMHO. 24 months is a significant improvement. Extending the window
to 36 would be an even bigger improvement in terms of the ability for
not only small but the largest networks to plan as well.
