Not under current policy. They would have to be going outside of policy to do so
as it currently stands.

It is early. There are still RIR free pools.

True, but, this bound may be quite high compared to the price at which IPv4
addresses would be available to legitimate users without speculators.

There are also worse possibilities than speculators. Imagine anti-competitive
purchases of vast amounts of IP addresses by large organizations wanting to
gain a competitive advantage over much smaller providers where service
areas overlap.

I don't fear speculators, I oppose them. I do, to a certain extent, fear anticompetitive
purchases and I oppose them, too.

True, none of these things has materialized yet. Perhaps this is an indication that
the current policy is working to prevent them. However, I do not believe it is a 
good reason to change policy to enable them.
