I have also sent a note to Sanjaya asking for clarification, in case I misunderstand.  But my comment was in response to his statement that "We do not redistribute reclaimed historical resources ... transferred as part of the Early Registration Transfer (ERX) project[.]  APNIC is holding these resources pending its return to IANA subject to an agreed mechanism for doing so."  This statement seems to support my conclusion, but I await Sanjaya's response to be sure.

Just to clarify: what I understand from your comment is that, while APNIC will not redistribute any ERX Legacy blocks, ARIN will redistribute </8 sized blocks and return /8 blocks to IANA.  Is this correct?  If so, can you comment on the source / root cause of the different procedures?
