>From what I've seen the IETF is just as bottom-up as ARIN. I would
encourage everyone with an interest in this issue to focus your
efforts there. If everyone who made the compelling case for 2011-5
showed up on the IETF mailing list and/or participated at the IETF
meetings, I don't see why this would need to take all that long to
gain consensus there.
