In about four months, 5 AC members and 2 board members need the
support of the MSOs behind 2011-5 if they intend to continue
determining "what is most appropriate for the organization." A third
board member has recent experience with how long it took to move the
solution to a critical security flaw in the DNS protocol through the
IETF process... and has personal experience with the stop-gaps
implemented outside the process in order to tide things over.

It is not necessary for the board to seek the community's consensus
before taking a proposed policy in a direction the community didn't
envision, but it would be wise.
