It should probably be noted that RFC 2860 addresses IANA and the IESG.
It says nothing about ARIN or other registries;  this is not a MOU between
ARIN and the IETF.

RFC 2860 specifically excludes the IETF from being involved in the policy
decision to allocate IP addresses and domain names.

"4.3. Two particular assigned spaces present policy issues in addition
   to the technical considerations specified by the IETF: the assignment
   of domain names, and the assignment of IP address blocks. These
   policy issues are outside the scope of this MOU.
"

Until an actual draft is made to assign a block to a certain technical use,
the allocation  proposed by 2011-05 or  PROP 154  is outside the scope
of the IETF's responsibilities,  because in the absence of a technical
specification,  the internal reservation of a /10 within the ARIN registry,
to ensure its future availability is purely a policy  and resource management
decision that ARIN can make.
