Uh, no...

This space is intended sort of like RFC-1918, a new private address space
to provide private addresses for that layer between the residential
NAT gateway exterior to reach the interior interface of the carriers NAT
box.

It would not be limited to use in North America, it could be used globally
by any carrier for that purpose. It could also be used by other private
networks that don't need to reach carrier NATs, though I don't see much
benefit to that particular application.
