I think it requires a response:

8.1 and 8.2 came from the community through the usual PDP and are  minimally different from the original merger/acquisition oriented transfer policy that has been in place for a very long time. Yes, there was some renumbering and minor editing in order to integrate 8.3 as a result of 2009-1, but, these are not major changes and did not change the meaning or intent of that portion of the policy. There was also some language clarification incorporated at one point, but, again, that clarified the existing intent, it did not modify the effect of the policy in any way.

Section 8.3 comes from 2009-1 which was the boards rewrite of an earlier policy which was developed by the community (2008-15 IIRC, but, I'm on an iPad and they're about to close the aircraft door, so, research is limited). Further, 2009-1 was not implemented until after it had been reviewed by the community at the subsequent public policy meeting and the AC found consensus, including some modifications based on community feedback. The board then ratified the policy as amended by the AC based on community feedback.

As such, I would say that while I did not agree with the original mechanism or the actual wording of 8.3 personally, the policy development process was followed and the community did get their say in the process.
