Hi Cathy,

As I understood Marty's intentions when he wrote the original version
of this policy (and he's free to correct me if I'm mistaken), his
intention was to specify that no addresses recovered by ARIN are to be
returned to IANA unless directed by other policy in the NRPM (of which
there currently is none). This differs from current ARIN practice.

Reading the debate, this intention enjoyed significant popular support
-- any IPv4 addresses we can get our hands on are needed in this
region for the foreseeable future.

In their review, ARIN staff asked Marty to spell out what addresses if
any should be returned to IANA under this policy. That is,
specifically say "ARIN shall not designate addresses for return to
IANA unless explicitly directed to do so by other ARIN policy."

As presently written, the draft does not state whether it offers
direction to ARIN with respect to returning addresses to IANA. In
fact, as presently written the draft is largely a no-op: of course
ARIN will make recovered addresses promptly available.

For clarity's sake, the draft should be updated/rewritten so that it
guides ARIN with respect to returning addresses to IANA.
