[arin-ppml] Proposal 2011-6

Bill it's not a no-op as it's written. Current ARIN practice is to give back
any recovered /8s to the IANA.  This policy does change that.   It says that
all recovered blocks will be kept in region.   ARIN's staff assessment of
this version spelled that out clearly.  It also clearly states in policy
what ARIN staff currently does with recovered blocks that are longer than a
/8.
