Bill - As long as the request comes from an party in a region where the RIR which conforms to RFC2050 principles, ARIN would accept the request for processing.  ARIN would agree to the transfer request if the transferrer, being in the ARIN region, met the specifics of ARIN's transfer policy.

ARIN would accept to the transfer request if the transferee, being in the ARIN region, met the specifics of ARIN's transfer policy and the RIR of the transferrer conformed to RFC2050 principles.
