I like this. It's simple and straight forward policy writin'.

I'd like to suggest even greater simplification. Split this into two chunks,
one for dealing with resources that are abandoned, not all are being
utilized fraudulently but this would cover "all" abandonment, and one for
dealing with resources that are fraudulently obtained. Two very different
states IMHO. 

I can't determine which one will be "easier" to get consensus on, but I
suspect it will be a proposal related to abandoned resources even though
that one is probably more fraught with legal issues.

You might consider adding/adjusting this to something like "A report of
activities clearly demonstrating success, failure and costs under this
policy". I'd really like to be able to gauge the return of each activity so
we can figure out when we need to what's broken and if it could be fixed.
