I agree but I think the policy mechanisms necessary for ARIN to go
after fraud are already in place. What is likely needed in that area
is a suggestion (through the official suggestion process) to actively
seek fraud using those mechanisms.
That leaves the abandonment issue, which I agree needs some policy.
