[arin-ppml] Policy Proposal 120: Protecting Number Resources

I agree with Mr. Herrin and will take it a step further.  " shall use any reasonable and practical" equates to a no-op in policy because it leaves the determination to the executor.  Tasks need to be quantifiable to be measurable.  

I suspect that this would place these efforts at the bottom of the priority list in the 'spare time' category.  

It is great to get this discussion rolling though, Leo.
