Hi Leo,

Two thoughts I'd like to share...

This is too open ended for the nature of the topic. How shall ARIN
look? Spend staff time keeping up with forums where abuse-related
reports tend to surface? Increase random audits and generally make a
nuisance of themselves? Something else? For something actionable, and
something that's not going to create an extra hassle for all of us,
this should be more specific.

How big an effort? Should ARIN dedicate 1 individual to proactively
looking for abuse? 20? 100? As many as it takes until some diminishing
returns formula kicks in? In a strictly technical sense, there's no
limit to the amount of manpower that can be spent searching for
something that might or might not be found. Thus a policy that calls
for such proactive investigations should specify that upper limit.
