This action is non-action. There was an attempt at action, but, we
were not able to gain the necessary votes to take action, so, we
postponed action to the next call.
Essentially, this proposal was stalled by a technicality which I am
hoping will get disclosed shortly. I fully expect that this policy will be
advanced to the board at the next AC conference call. Worst case,
the answer will be available when the minutes are published, but,
I am working to get better information disclosed sooner.
I beg the community's patience with this rather unusual circumstance.
