[arin-ppml] Advisory Council Meeting Results - May 2010

Good evening Members of the PPML,

Sorry I was unavailable earlier to provide the following information pertaining to 2010-02. Last year it was brought to the AC's attention that in certain circumstances a Draft Policy could be either moved forward to the BoT or abandoned by as few as 5 votes (Quorum of 8 and a vote of 5 for, 3 against) or less if anyone abstained. This certainly did not pass the sanity check so the BoT requested that the AC look at this issue and see if there was a better way. At our January workshop this was one item that was discussed and after several iterations and much heated discussion the AC passed the current Standing Rule quoted below:

"The ARIN Advisory Council hereby resolves that any final action on draft Internet Number Resource Policy shall be made by the affirmative vote of the majority of the members of the full Advisory Council."

This seems to be extremely reasonable and protects us from having Draft Policies either forwarded to the Board or abandoned by just one third or less of the AC. During our call on May 20 there was 11 AC members present and this particular Draft Policy's vote was 7 for and 4 against which comes up 1 short of the 8 votes required for a final action. It is probable, though not guaranteed, that this Draft Policy will be sent to the BoT at the next AC meeting which is scheduled for June 17th. I would ask that the community give the AC the time to take further action on this Draft Policy IAW our Standing Rules. There were several AC members that wanted to reply to the queries from David and Gary but due to confidentiality issues could not. As always please feel free to reach out to myself or any other AC member but please respect the fact that there are details of the meeting that cannot be shared until the official minutes are posted. In accordance with the ARIN Policy Development Process (PDP), the ARIN
Advisory Council (AC) held a meeting on 20 May 2010 and made decisions
about several draft policies and proposals.

After last call the AC recommended that the ARIN Board of Trustees adopt
the following draft policies:

   2010-4: Rework of IPv6 allocation criteria
   2010-6: Simplified M&A transfer policy

After last call the following draft policy remains on the AC's docket,
because it did not receive the required number of votes to move to last
call (The AC established a standing rule in January that requires an
affirmative vote of the majority of the members of the full Advisory
Council regarding any final action on draft policies):

   2010-2: /24 End User Minimum Assignment Unit

The AC accepted the following proposal on to the AC's docket for
development and evaluation:

   113. IPv6 for 6rd

The AC tabled making a decision about adding the following proposal to
the AC's docket until their next meeting:

   111. IPv4 Fragment Management policy proposal

The following items remain on the AC's docket for further development
and evaluation:

   2010-1: Waiting List for Unmet IPv4 Requests
   2010-8: Rework of IPv6 assignment criteria
   109. Standardize IP Reassignment Registration Requirements

The AC abandoned the following proposals:

   110. Preservation of minimal IPv4 Resources for New and Small
Organizations and for IPv6 Transition
   112. Utilization of 10.4.2 resources only via explicit policy
   114. RFC1918 as initial ISP multihomed criteria

The ARIN AC abandoned Proposal 110 "Preservation of minimal IPv4
Resources for New and Small Organizations and for IPv6 Transition" due
to a lack of support on PPML, and because they felt that the proposal
was  overly complicated."

The AC abandoned Proposal 112 "Utilization of 10.4.2 resources only via
  explicit policy" due to the proposed added restrictions to be placed
upon the resource allocation process. Additionally, there was not much
support on the PPML.

The AC abandoned Proposal 114 "RFC 1918 as Initial Multi-Homed
Criteria" in light of the author's stated intent to drop the proposal
and the observation that the proposal has not received much support on PPML.

The PDP states, “Any member of the community, including a proposal
originator, may initiate a Discussion Petition if they are dissatisfied
with the action taken by the Advisory Council regarding any specific
policy proposal.” 2010-2 may be petitioned to try to move it to the
Board for review (see "Board of Trustees Consideration Petition" in the
PDP). The abandonment of proposals 110, 112 and 114 may be petitioned to
try to change them into draft policies for discussion on the Public
Policy Mailing List and at the October meeting (Discussion Petition).
The deadline to begin a petition is 2 June 2010.
