I'm not certain, but my assumption when reading it was that it would be 
a use agreement to limit the use of the information provided through 
transfer list service to the intended use of facilitating transfers of 
internet number resources.  Furthermore, making it explicit that other 
uses for advertising, direct marketing, marketing research, or similar 
purposes not directly related to facilitating the intended transfers, 
are explicitly not allowed.

I'm not sure how effective these kind of things really are, but it at 
least gives ARIN or someone who's information was misused a leg to stand 
on if they ever wanted to go after someone who used the information for 
other purposes.

Additionally, I would also assume there would be some kind of limitation 
of ARIN's liability included in any use agreement, I'm sure the lawyers 
and the BOT would require that too.

That's my assumptions of a use agreement, you may have a different set 
of assumptions, I don't know.
