I like Bill's use of "registrant of record where no RIR holds
authority" as a replacement for "legacy address space." I also just
realized that the policy doesn't explicitly state that returned space
goes into the Reclamation Pool. With that in mind, I suggest this
wording:

The IANA will accept into the Reclamation Pool all eligible IPv4
address space that is offered for return. Eligible address space
includes any addresses not previously designated for special use by an
IETF published RFC explicitly offered for return to the IANA by:
a) The RIR to which the space is assigned, or
b) The registrant of record where no RIR holds authority.
